'Peeping Tom' Arrested for Allegedly Using Phone to Photograph Woman
A man is charged with two felonies after police say he used his phone to take pictures underneath a woman’s skirt at a restaurant in Cumming.
A man has been arrested by the Forsyth County Sheriff’s Office and charged with being a peeping Tom when he allegedly used his phone to photograph underneath a woman’s skirt at a restaurant in Cumming, according to a press release.
According to Forsyth County Sheriff Ted Paxton, Stephen M. Roegge, 55, of Alpharetta has been charged with one count of Peeping Tom and one count of unlawful eavesdropping or surveillance. Both are felonies.
The charges stem from an incident that occurred on Monday, July 2 at the Firehouse Subs at 2320 Atlanta Hwy. in Cumming. Roegge was a customer in the business. An undercover Forsyth County investigator also happened to be in the restaurant, standing in line to place his order, when he saw Roegge, seated in a chair, place his cell phone directly under the skirt of a female who was standing in line. Roegge then began taking pictures.
“Our investigator then approached the man and asked him to step outside,” Sheriff Paxton said in the press release. “The investigator talked to Roegge about what he had seen and Roegge admitted to taking the photos.”
Another customer in the restaurant also came forward and told the investigator that he also saw Roegge taking the photos.
The victim, a 34-year-old Cumming woman, told authorities was unaware that she was the victim of a peeping Tom until she was approached by the investigator.
“In today’s electronic world, people have to be cautious of their surroundings at all times,” added Sheriff Paxton. The phone belonging to Roegge was taken into evidence and forensic testing is being done now to determine if there could be other victims.
Roegge was taken to the Forsyth County Detention Center where he was released Monday afternoon on an $11,220 bond. He is scheduled to appear in Superior Court on Aug. 1.

Bill Evelyn,
you have to keep your mouth shut, until you learn how to control foolish impulses. Victimization is victimization.
