Drivers license to non-citizens

After reading the GA State law on this, GA is allowing non-citizens to have a drivers license.......Why? Not only do they get a drivers license, it's given in their native language (11 difference ones available). Why the extra tax dollars to do this? Why hasn't our local representative questioned this use of tax payer money? Is it illegal? Who is responsible for this?

The same question was posed to the Governor's Office. The reply was, "There is current legislation (HB87) to make sure any person getting a Drivers License in the State of Georgia, is a legal resident of the United States. And, they are a legal resident of the State of Georgia. In addition, with the passage of HB87, any and all forms, applications etc. (Not just the Drivers Test), will be given ONLY in English." This will save the taxpayers of Georgia, over a period of time, millions of dollars.
