How can someone who breaks the law, enforce the law?

Last Thursday I went shopping at the Publix near Hwy 20 in Cumming. I was in the exit lane trying to get home before my ice cream melted. Four cars in front of me someone was not moving. No one was moving. I could see a huge gas guzzling SUV was the culprit. To my dismay there was a HUGE Zereini for Solicitor sign in the back window.  Perhaps the driver could not see all the cars piled up waiting behind them because of the huge sign. I finally was able to get around the driver and lo and behold it was Ms. Zerini herself. ON THE PHONE with papers in her hand, not giving a care about impeding the flow of traffic! Isn't that a traffic offense? I think they call it DISTRACTED DRIVING and my niece was pulled over and ticketed for it!! In Cumming!! I already have decided on voting against Zereini because she just keeps bragging about the money she is raising and she has NO experience in Cumming, who cares about what she did or didn't do in NY? This is not NY this is GA. AND we have traffic laws!! So I ask you how can someone enforce laws and prosecute people for doing EXACTLY what she was doing last Thursday??
I am sick of  all the garbage I read on Zereini's website and on the Patch. I can't wait until it is over. AND we keep Donna Gopaul the INCUMBENT who is doing a terrific job as Solicitor and Zereini crawls back into the word work where she belongs. Darn where is a cop when you need one??
