Trash on our side roads

I just moved to Cumming a year ago and I am amazed how much trash I see on the beautiful back roads  of Cumming. Why is this and how can we make it better? Is it the young people who haven't been taught or just don't care? I say young people because most of it is fast food items or beer bottles. How can we fix this? It is so sad to see.
